The problem with writing new files has been solved. The /scratch file system is operational again.

Investigating —
Monday morning Aug 3 /scratch was overloaded and stopped working around 2AM. The storage servers have been brought back online, but there appear still to be issues in writing files. The error appears as: "No such process" error messages.
We are investigating the issue.
