The issues with the network on Merlin have been resolved. It was caused by a disruption in the management plane of the cluster.

There have been some issues with the network on Merlin. It's possible there are still instances stuck in an unresponsive state, these should come back online by either logging in through console and manually restarting dhcp or by forcibly restarting the instance through Openstack
