Resolved —
After running the filesystems checks on /scratch, and enforcing the quota more strongly, the filesystem now seems to be stable. We will keep monitoring it, but it seems to function properly.

The /scratch filesystem is almost full and we need to run a filesystem check on it. Performance is degraded.
